【摘要】： 隨著社會(huì)主義市場(chǎng)經(jīng)濟(jì)的進(jìn)一步發(fā)展,公共財(cái)政體制在中國(guó)初步建立。勞動(dòng)力要素自由流動(dòng)、城鄉(xiāng)一體化、農(nóng)區(qū)工業(yè)化、公共服務(wù)均等化、農(nóng)民工權(quán)益保障等,都要求加快我國(guó)城鄉(xiāng)分割的戶籍制度改革進(jìn)程。擺在我們面前的一個(gè)現(xiàn)實(shí)性問題:戶籍制度改革的困境在哪里?戶籍制度改革背后存在哪些現(xiàn)實(shí)性公共財(cái)政問題,政府作為公共產(chǎn)品的提供者,應(yīng)該發(fā)揮什么樣的作用去提供一個(gè)與市場(chǎng)經(jīng)濟(jì)發(fā)展相適應(yīng)的戶籍管理體制?本文對(duì)戶籍制度改革做了系統(tǒng)的分析。 一、緒論部分,介紹本文選題背景和研究意義,相關(guān)文獻(xiàn)綜述,建立本文的研究基礎(chǔ)和基本框架。 二、對(duì)我國(guó)現(xiàn)行戶籍制度的改革歷程及現(xiàn)狀進(jìn)行概述,通過對(duì)其現(xiàn)行的功能特征的闡述引出其弊端和改革方向,在借鑒已有研究成果的基礎(chǔ)上討論戶籍制度改革的困境所在。 三、指出戶籍制度之所以改革受阻,是因?yàn)槠浔澈蟮墓藏?cái)政資源問題沒有得到合理解決。進(jìn)而討論公共財(cái)政體制框架下財(cái)政收入、支出體制應(yīng)該是怎樣一個(gè)指導(dǎo)體系,結(jié)合我國(guó)財(cái)政稅收、公共產(chǎn)品資源配置現(xiàn)狀,論證戶籍制度改革背后要首先解決的公共財(cái)政問題。 四、討論在中國(guó)戶籍制度改革過程中政府的作用,在解決財(cái)政資源分配、國(guó)外人口管理模式的經(jīng)驗(yàn)借鑒和新的人口管理模式設(shè)定過程中,政府作為制度產(chǎn)品的提供者應(yīng)發(fā)揮什么樣的作用。 五、對(duì)文章做補(bǔ)充和總結(jié),點(diǎn)出本文研究的重點(diǎn)。 本文運(yùn)用理論分析與數(shù)據(jù)論證相結(jié)合的方法。建立了在公共財(cái)政理論基礎(chǔ)上的戶籍制度改革研究框架,把戶籍制度改革順利推行的關(guān)鍵引到解決其背后的公共財(cái)政問題上。把制度當(dāng)作一種政府提供的公共物品,通過這項(xiàng)研究企圖為中國(guó)其它制度性問題的解決留下借鑒性經(jīng)驗(yàn)和啟示的同時(shí),也為我國(guó)的公共財(cái)政體制的建立和健全提出新的思考。
[Abstract]:With the further development of the socialist market economy, the public finance system has been initially established in China. The free flow of labor force, the integration of urban and rural areas, the industrialization of rural areas, the equalization of public services and the protection of the rights and interests of migrant workers all require speeding up the reform process of the household registration system of urban and rural segmentation in China. In front of us is a realistic question: where is the dilemma of the household registration system reform? What are the practical problems of public finance behind the reform of the household registration system? what role should the government play as a provider of public goods to provide a household registration management system in accordance with the development of the market economy? This article has made the systematic analysis to the household registration system reform. The first part is the introduction, which introduces the background and significance of this paper, the literature review, and establishes the research foundation and basic framework of this paper. Second, the reform course and present situation of the current household registration system in our country are summarized, its malpractice and reform direction are elicited by expounding its current functional characteristics, and the predicament of the reform of the household registration system is discussed on the basis of drawing lessons from the existing research results. Third, it points out that the reform of household registration system is hindered because the problem of public financial resources behind it has not been solved reasonably. Then discusses the public revenue and expenditure system under the framework of the public financial system, combined with the current situation of our country's fiscal taxation and public product resources allocation, demonstrates the public finance problems that should be solved first behind the reform of the household registration system. Fourth, to discuss the role of the government in the reform of China's household registration system, in the process of resolving the allocation of financial resources, the experience of foreign population management models and the establishment of new population management models. What role should the government play as the provider of institutional products? Fifth, supplement and summarize the article, point out the focus of this study. In this paper, the method of combining theoretical analysis with data argumentation is used. The research framework of household registration system reform based on the public finance theory is established, and the key to the successful implementation of the household registration system reform is led to the solution of the public finance problem behind the household registration system reform. Taking the system as a kind of public goods provided by the government, this study attempts to leave lessons for the solution of other institutional problems in China, and at the same time, puts forward new thoughts for the establishment and perfection of the public finance system of our country.
