【摘要】：黨的十八大報(bào)告提出政府要優(yōu)化結(jié)構(gòu)職能,深化行政體制改革,優(yōu)化配置權(quán)力和資源,創(chuàng)新政府管理方式,提高公共治理能力,轉(zhuǎn)變公共服務(wù)供給方式,完善公共服務(wù)體系,形成公共服務(wù)發(fā)展新機(jī)制,加強(qiáng)和創(chuàng)新社會(huì)管理,從而推動(dòng)和諧社會(huì)建設(shè)。公安機(jī)關(guān)作為維護(hù)社會(huì)治安穩(wěn)定的政府重要組成部門,如何在當(dāng)前嚴(yán)峻的治安形勢(shì)下,充分將大數(shù)據(jù)與公安情報(bào)工作結(jié)合,利用大數(shù)據(jù)技術(shù)倒逼公安信息化升級(jí),高效解決維穩(wěn)問(wèn)題,建立預(yù)警防控的信息化體系,成為我國(guó)公安部門目前面臨和亟待解決的重要問(wèn)題。本論文用事例舉證、用數(shù)據(jù)說(shuō)話、用政策解讀,深入淺出地分析大數(shù)據(jù)下我國(guó)公安情報(bào)工作的發(fā)展前景。首先,從產(chǎn)業(yè)技術(shù)革新和我國(guó)社會(huì)發(fā)展兩方面提出了研究背景,介紹了與公安情報(bào)大數(shù)據(jù)相關(guān)概念內(nèi)涵和關(guān)系,指出推進(jìn)公安情報(bào)實(shí)現(xiàn)大數(shù)據(jù)化的理論意義和現(xiàn)實(shí)意義,運(yùn)用適當(dāng)?shù)难芯糠椒ㄟM(jìn)行脈絡(luò)剖析,闡述了公安情報(bào)方面的理論沿革及本文提出的創(chuàng)新之處。其次,通過(guò)我國(guó)自上世紀(jì)初以來(lái)公安情報(bào)工作發(fā)展歷程和大數(shù)據(jù)時(shí)代下實(shí)踐初探情況,從而分析目前數(shù)據(jù)應(yīng)用中存在的問(wèn)題。再次,結(jié)合美國(guó)運(yùn)用大數(shù)據(jù)技術(shù)推動(dòng)警務(wù)情報(bào)工作、打擊違法犯罪和反恐的典型案例,詳細(xì)提煉分析其成功的經(jīng)驗(yàn)。最后,基于當(dāng)前大數(shù)據(jù)時(shí)代下我國(guó)公安情報(bào)工作中的主要問(wèn)題,探討提出進(jìn)一步強(qiáng)化促進(jìn)公安情報(bào)大數(shù)據(jù)的相關(guān)策略建議,并就大數(shù)據(jù)應(yīng)用于我國(guó)公安情報(bào)工作提出明確展望,對(duì)未來(lái)深化研究指明了方向。
[Abstract]:The report of the 18th National Congress of the Party proposed that the government should optimize its structural functions, deepen the reform of the administrative system, optimize the allocation of power and resources, innovate the way the government manages, improve the ability of public administration, change the mode of supply of public services, and perfect the public service system. Form a new mechanism for the development of public services, strengthen and innovate social management, and promote the construction of a harmonious society. As an important part of the government that maintains social order and stability, how can the public security organs, under the current severe public security situation, fully combine big data with the public security intelligence work and force the upgrading of the public security information system by the use of big data technology? How to solve the problem of maintaining stability efficiently and establish the information system of early warning, prevention and control has become an important problem that the public security departments of our country are faced with and need to be solved urgently. This paper analyzes the development prospect of public security intelligence work under big data with examples, data and policy interpretation. First of all, it puts forward the research background from the two aspects of industrial technological innovation and social development of our country, introduces the connotation and relationship of the concepts related to big data of public security information, and points out the theoretical and practical significance of promoting the realization of large data of public security information. By using appropriate research methods to analyze the context, this paper expounds the theoretical evolution of public security intelligence and the innovation put forward in this paper. Secondly, through the development of public security intelligence work since the beginning of the last century and the practice in big data's time, this paper analyzes the problems existing in the application of data at present. Thirdly, combining with the typical cases of the United States to use big data technology to promote police intelligence work, to crack down on crime and terrorism, to refine and analyze its successful experience in detail. Finally, based on the main problems in China's public security intelligence work under the current big data era, this paper probes into the relevant strategic suggestions for further strengthening and promoting the public security intelligence big data, and puts forward a clear outlook on the application of big data to the public security intelligence work of our country. The direction of further research in the future is pointed out.
