【摘要】： 從1999年6月10日公安部發(fā)布“關(guān)于在全國(guó)公安機(jī)關(guān)普遍實(shí)行警務(wù)公開(kāi)制度的通知”以來(lái),為了做好警務(wù)公開(kāi)工作,各地公安機(jī)關(guān)投入了大量人力、物力予以實(shí)施,雖然取得了一些成績(jī),但仍存在警務(wù)公開(kāi)缺乏理論支撐、警務(wù)公開(kāi)制度不完善及警務(wù)公開(kāi)存在觀念障礙、警務(wù)信息收集不力、警務(wù)公開(kāi)內(nèi)容、形式及程序不規(guī)范等問(wèn)題,筆者通過(guò)總結(jié)、借鑒國(guó)內(nèi)其他研究者的理論成果,并深入公安基層機(jī)關(guān)進(jìn)行調(diào)研,選擇對(duì)YZ市公安局警務(wù)公開(kāi)工作現(xiàn)狀進(jìn)行分析,以此來(lái)補(bǔ)充、完善警務(wù)公開(kāi)理論,其中著重闡述了以往警務(wù)公開(kāi)研究中很少涉及的內(nèi)部公開(kāi)、警務(wù)公開(kāi)的評(píng)價(jià)、信息收集、依申請(qǐng)公開(kāi)、公民權(quán)利救濟(jì)等內(nèi)容,并深入探究公安基層機(jī)關(guān)警務(wù)公開(kāi)工作開(kāi)展乏力的深層次原因。試圖通過(guò)構(gòu)建較完善的警務(wù)公開(kāi)制度及聯(lián)系公安基層機(jī)關(guān)警務(wù)公開(kāi)工作實(shí)際,有針對(duì)性地提出培養(yǎng)公安干警正確的行政觀念,建立、完善警務(wù)信息快捷公開(kāi)方式,完善法律和行政保障措施,完善警務(wù)公開(kāi)中的公民權(quán)利救濟(jì)體制,加強(qiáng)公安基層隊(duì)所的信息化建設(shè),尋求社會(huì)聯(lián)動(dòng)等具體改進(jìn)措施,達(dá)到為警務(wù)公開(kāi)工作的改進(jìn)開(kāi)辟新的途徑,并為YZ市公安局完善警務(wù)公開(kāi)工作提供參考的目的。
[Abstract]:Since June 10, 1999, when the Ministry of Public Security issued the Circular on the General implementation of the Public Security publicity system in Public Security organs throughout the country, in order to do a good job in policing publicity, local public security organs have invested a great deal of manpower and material resources to implement it. Although some achievements have been made, there are still some problems, such as the lack of theoretical support for the police service openness, the imperfect system of the police service openness, the obstacles of the concept of the police service openness, the weak collection of police information, the non-standard contents, forms and procedures of the police service publicity, etc. Through summing up, drawing lessons from the theoretical achievements of other domestic researchers, and going deep into the investigation of the grass-roots public security organs, the author chooses to analyze the present situation of the police service openness of YZ City Public Security Bureau, so as to supplement and perfect the theory of police service openness. It focuses on the contents of internal disclosure, evaluation of public policing, information collection, disclosure according to application, civil rights relief and so on, which were rarely involved in the previous research on police publicity. And deeply probe into the deep reason why the public work of police affairs of the public security organs at the grass-roots level is weak. By constructing a more perfect system of police service openness and connecting with the reality of police work of public security organs at the grass-roots level, this paper tries to put forward the correct administrative concept of training police officers, and to establish and perfect the mode of quick and open police information. To perfect the legal and administrative safeguard measures, to perfect the relief system of the civil rights in the police service publicity, to strengthen the information construction of the public security grass-roots team, to seek concrete improvement measures such as social linkage, and to open up a new way for the improvement of the police service publicity work. And for YZ City Public Security Bureau to improve the work of police publicity to provide a reference purpose.
