【摘要】：近年來(lái),隨著社會(huì)保險(xiǎn)基金規(guī)模逐漸擴(kuò)大,基金的安全性與保值增值問(wèn)題日趨突出,因此,亟需加強(qiáng)對(duì)社會(huì)保險(xiǎn)基金的監(jiān)管。本文運(yùn)用新公共服務(wù)理論、尋租理論和社會(huì)保障理論,采用文獻(xiàn)閱讀法,系統(tǒng)地分析了淮安市清河區(qū)社會(huì)保險(xiǎn)基金監(jiān)管的現(xiàn)狀,進(jìn)而提出了相應(yīng)的解決對(duì)策,以確保社會(huì)成員的“保命錢(qián)”和“救命錢(qián)”的安全。本文分為六大部分:第一部分,緒論。主要闡明研究的背景和意義、國(guó)內(nèi)外研究現(xiàn)狀、研究的思路與研究方法。第二部分,相關(guān)概念的界定及理論基礎(chǔ)。主要對(duì)社會(huì)保險(xiǎn)、社會(huì)保險(xiǎn)基金和社會(huì)保險(xiǎn)基金監(jiān)管的涵義進(jìn)行闡述,指出研究所需要的理論基礎(chǔ),分別為新公共服務(wù)理論、尋租理論以及社會(huì)保障理論。第三部分,淮安市清河區(qū)社會(huì)保險(xiǎn)基金監(jiān)管的現(xiàn)狀分析。分別闡述了淮安市清河區(qū)社會(huì)保險(xiǎn)基金監(jiān)管所取得的成績(jī)、存在的主要問(wèn)題,分析了存在問(wèn)題的原因。第四部分,國(guó)外與國(guó)內(nèi)其它地區(qū)社會(huì)保險(xiǎn)基金監(jiān)管經(jīng)驗(yàn)借鑒。主要闡述了國(guó)外與國(guó)內(nèi)其它地區(qū)社會(huì)保險(xiǎn)基金監(jiān)管的先進(jìn)經(jīng)驗(yàn)以及可以借鑒的模式。第五部分,完善淮安市清河區(qū)社會(huì)保險(xiǎn)基金監(jiān)管的對(duì)策。這部分從監(jiān)管法律政策體系、監(jiān)管系統(tǒng)、監(jiān)管機(jī)制等方面研究解決存在問(wèn)題的具體對(duì)策,以實(shí)現(xiàn)完善的社會(huì)保險(xiǎn)基金監(jiān)管。第六部分,結(jié)語(yǔ)。
[Abstract]:In recent years, with the gradual expansion of social insurance funds, the security and value preservation of social insurance funds become increasingly prominent, so it is urgent to strengthen the supervision of social insurance funds. Using the new public service theory, rent-seeking theory and social security theory, this paper systematically analyzes the current situation of social insurance fund supervision in Qinghe District, Huaian City, and puts forward corresponding countermeasures. To ensure the safety of social members of the "life money" and "life-saving money." This paper is divided into six parts: the first part, introduction. This paper expounds the background and significance of the research, the present situation of the research at home and abroad, the ideas and methods of the research. The second part, the definition and theoretical basis of related concepts. This paper mainly expounds the meaning of social insurance, social insurance fund and social insurance fund supervision, and points out that the theoretical basis of the research is new public service theory, rent-seeking theory and social security theory. The third part, Huaian Qinghe District social insurance fund supervision analysis. This paper expounds the achievements and main problems of social insurance fund supervision in Qinghe District of Huaian City, and analyzes the reasons for the problems. The fourth part, foreign and other regions of the social insurance fund supervision experience. This paper mainly expounds the advanced experience of supervision of social insurance fund in foreign countries and other regions in China and the models that can be used for reference. The fifth part, perfect Huaian Qinghe District social insurance fund supervision countermeasure. This part studies the concrete countermeasures to solve the existing problems from the aspects of supervision law policy system, supervision mechanism and so on, in order to realize the perfect supervision of social insurance fund. The sixth part, conclusion.
